American Moroccan cross-cultural communication and teamwork for a better tomorrow
International human rights advocate and community development specialist Justin Bibee is an American living in Sidi Kacem, Morocco where he founded People’s Advocate Council, a nonprofit self-advocacy organization that is making a difference in the community.
People’s Advocate Council (PAC) works collectively with the people of the community to create better living standards for all by implementing community development projects that respect and fulfill the rights of people.
Oumaima Nouali and Abdellah Bouderqa, both community leaders in Sidi Kacem whose expertise and involvement in the community have been an asset to their community, are co-founders of People’s Advocate Council.
PAC’s current projects include, but are not limited to:
- removing trash from local schoolyards and playgrounds and planting twenty trees in Sidi Kacem every month
- respecting and fulfilling the rights of children
- the right to education
- the right to a clean environment.
Other projects include:
- free educational classes
- restoring and rebuilding playgrounds
- food drives and clothing drives
“PAC raises awareness about people’s rights through the implementation of community development projects,” said Justin Bibee, Founder of People’s Advocate Council.

PAC’s vision is changing the community together.
The organization is committed to community participation. Each year PAC conducts a community assessment survey. The primary purpose for conducting the survey is to find out where the community is doing a good job and where it needs to improve. With this information PAC identifies problem areas and develops community projects focused on those areas.
“People’s Advocate Council is a resource for the people in support of better living standards for all. We are built of the people, by the people, for the people. PAC is a strong movement of people who are dedicated to making a difference in their community and respecting and fulfilling the rights of their people. We will build a tradition of high quality service to the community and its people,” stated Justin Bibee.
People’s Advocate Council does not embrace political causes. The organization maintains neutrality in political affairs.
