Universal (or unconditional) Basic Income is not a new idea. Basic Income Earth Network (BIEN) reports :
It is, however, Thomas More’s close friend and fellow humanist, Johannes Ludovicus Vives (1492-1540), who should be regarded as the true father of the idea of a guaranteed minimum income, as he was the first to work out a detailed scheme and develop a comprehensive argument for it, based both on theological and pragmatic considerations.
Experiments took place in the 1970s in the United States and Canada, and many others have been conducted in other countries, including Kenya.
What is basic income? BIEN describes it as follows:
A basic income is a periodic cash payment unconditionally delivered to all on an individual basis, without means-test or work requirement.
