Temporary shelters and low-cost housing may continue to be inadequate to solve the homelessness crisis at scale, largely due to costs and demand.
This means that the possibility for shelter to close to 90% of everyone who may sleep on the street on any given night may mean that the provision of aspects against the problem can be spread.
For example, there are five major partitions to solve for against homelessness:
where to sleep at night,
where to go or pass the day,
where to maintain basic hygiene
where to keep larger bags or possessions
and
a fair mental health.
This means that providing all or most of these at respective shelters could strain resources, even if capacity isn’t maximized. So, rather than concentrate on more dedicated shelters or low-cost housing, it is possible to find places within communities that could cater to parts of the partitions.
For example, there are common public places that may take percentages of needs, among the partitions. There are religious centers, libraries, schools, parks and so on. The goal is to ensure that what some may need can be obtained somewhere, sometimes, within an interval to ensure that there is a better chance to transition back to society.
There will be a centralized coordination, for a decentralized provision, across partitions. For example, at night, a religious center in a neighborhood can provide up to 5 or more spaces, where there can be where to sleep. This means individuals will have to arrive at sunset and leave at sunrise.
There could be library spaces that some individuals can go to flip book pages during the day. There can be school facilities or other religious facilities where some may go for personal hygiene in the morning, keep bags and so on.

The goal is to ensure that places that are available around are providing aspects to solve the crisis, without the complexities of new homes or shelters.
For the places that will participate, it will be possible that they can have barricades, to ensure security of some of their facilities. This means that places that maybe unable to ensure such security may participate in some other way, to avoid loses.
Already lots of churches in the United States are helping out against homelessness. Much more can join with flexible options that may not just be about sleeping — if there can ways to ensure that it does not affect their programs or expose their facilities to damage or loss.
The individuals to participate will be given usage credits, a kind of loan to ensure that the solution does not seem free and they can pay back, when they transition into society.
The goal is to raise a sense of responsibility, as well as minimize utilization to only what is necessary, while keeping the objective strictly on making the stay temporal.
While it is true that there are some homeless people with more needs and attention, due to self-care deterioration and addiction that may not fit in some of these, those that would fit in are expected to make the best of it, while those needing intensive attention may continue on some of the existing programs, or be added in some aspects.
It is also possible to find a way to provide a digital mental health service — from electrochemical psychiatry — to ensure a fair mental health for individuals, through the program, to at least keep cognition with life and hopes, even as the reality may sometimes sink the mind and tail despair.
It is possible to organize the software to make this possible, then seek partners, including making recommendations on what is expected of them. Some funding for homeless policy may go into helping some partners make arrangements to accommodate people, in some form, including for just hygiene.
There is a recent [June 23, 2026] report in The New York Times, Congress Clears Housing Bill, Cementing a Rare Bipartisan Feat, stating that, “The House on Tuesday overwhelmingly passed a landmark housing bill, notching a rare bipartisan accomplishment ahead of the midterm elections and clearing the way for President Trump to sign the most significant piece of housing legislation in 36 years.”
“The bill’s passage, by a lopsided 358-to-32 vote, ended months of sparring between the House and the Senate over a sprawling measure that aims to tackle the housing crisis by boosting supply in a country facing an acute shortage of new homes. The Senate passed its version of the same bill Monday, by a vote of 85 to 5.”
“In the years since the 2008 foreclosure crisis, builders have not constructed enough homes to keep up with a growing population. The country is short several million new housing units, according to some estimates. So, home prices have continued to stay high despite weak demand because there simply aren’t enough of them. Building new homes could bring down prices by adding more supply to the market, but that will take time.”
The U.S. Department of Health and Human Services and the Substance Abuse and Mental Health Services Administration have a possible angle to solve homelessness, with a private partnership, centralizing an approach, either statewide or otherwise. There can be a small business workforce growth research lab to prospects things to do, as well.
It is possible to seek answers against addictions, with the postulation in Conceptual Biomarkers and Theoretical Biological Factors for Psychiatric and Intelligence Nosology.
There is a recent [June 17, 2026] press release, Secretary Kennedy Announces Over $700 Million in New Funding to Address Mental Illness, Addiction, Homelessness, stating that, “U.S. Department of Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr. today announced the posting of a $96 million funding opportunity for the Safety Through Recovery, Engagement, and Evidence-based Treatment and Support (STREETS) program, along with $612 million in funding opportunities for additional behavioral health programs. These announcements, which drive forward President Trump’s Great American Recovery Initiative, were made during a press conference following the Secretary’s visit to the Easterseals MORC Certified Community Behavioral Health Clinic (CCBHC).”
“Given the unprecedented burden and impact of addiction and mental illness among the homeless population, this program places special emphasis on rapid, comprehensive and coordinated street-based engagement, treatment, and recovery support services using a community-wide approach that brings together local government, health and housing providers, law enforcement, and the courts.”
