In general, I’d say whoever asked should pay. The reason why I’d say in general is because sometimes the decision isn’t always up to the asker. Sometimes the askee may suggest or request a modification. In that case, I think it becomes more appropriate that they go dutch especially if the suggested / requested destination is more expensive than what was originally offered. This also holds true in cases where a person suggests they go to a place, but doesn’t out and out ask. I can see the argument from a social justice perspective though.
